Production
The series was written by Choi Jung-mi, based on her 2008 novel Jang Hui-bin, Living by Love.{{citation needed|reason=original cite here violates WP:ELNO #5 and does not directly support the claim of the preceding sentence|date=June 2021}} It was directed by Boo Sung-chul, who previously helmed the SBS dramas My Girlfriend is a Gumiho (2010) and Star's Lover (2009).
Yoo Ah-in's casting was announced on January 22, 2013. This is his third historical drama following Strongest Chil Woo in 2008 and Sungkyunkwan Scandal in 2010, both on KBS. The producers took into consideration the historical fact that Sukjong was younger than Jang Ok-jung, hence it made sense to cast Yoo who is five years younger than Kim Tae-hee.{{cite web|last=An|first=So-hyoun|title=Yoo Ah In Cast as Sukjong for Jang Ok Jung|url=http://enewsworld.interest.me/enews/contents.asp?idx=27169|work=enewsWorld|publisher=CJ E&M|access-date=2013-01-25|date=22 January 2013}} Yoo said "I didn't want to miss the chance to play this character. There are analogies between the character and me, so I have an affinity with the role even though everyone tried to dissuade me from taking it."{{cite news|last=Yoon|first=Sang-geun|title=Yoo Ah In: "Sukjong is similar to me"|url=http://star.mt.co.kr/stviewEng.php?type=3&no=2013032708293445864|access-date=2013-04-16|newspaper=Star News|date=27 March 2013|url-status=dead|archive-url=https://web.archive.org/web/20160304050152/http://star.mt.co.kr/stviewEng.php?type=3&no=2013032708293445864|archive-date=4 March 2016}}
