Goeke received his Bachelor of Science, cum laude, from Xavier University in 1972, and his Juris Doctor from the University of Kentucky College of Law in 1975, where he was inducted into the Order of the Coif.

He worked as a trial attorney for the Internal Revenue Service from 1975-1988, for five years in New Orleans and then in Cincinnati, earning two promotions. On April 22, 2003, Goeke was appointed by President George W. Bush as Judge of the United States Tax Court for a term ending April 21, 2018.{{Cite web |title=Presidential Nomination: Joseph R.
