In July 2012, Kandi Technologies signed a cooperation agreement with the city of Hangzhou to supply 20,000 electric vehicles for the city's pilot electric vehicle leasing program.{{cite news|url=https://www.forbes.com/sites/tomkonrad/2012/07/11/kandi-technologies-bags-largest-single-electric-vehicle-order-ever/|title=Kandi Technologies Bags Largest Single Electric Vehicle Order Ever|access-date=30 March 2013|work=Forbes|date=11 July 2012|archive-date=17 January 2013|archive-url=https://web.archive.org/web/20130117085126/http://www.forbes.com/sites/tomkonrad/2012/07/11/kandi-technologies-bags-largest-single-electric-vehicle-order-ever/|url-status=live}}

In 2013, Kandi announced Kandi EV Car Share, a carsharing program in the city of Hangzhou.{{Cite magazine|last=Lavrinc|first=Damon|date=January 24, 2014|access-date=April 1, 2025|title=This Massive Vending Machine Serves Up Cars |url=https://www.wired.com/2014/01/electric-car-vending-machine/ |magazine=Wired}} The system operated only with Kandi EV all-electric cars, which are available to customers via an automated parking system dubbed a "car vending machine". Leases include insurance, maintenance, and electric power through swapping batteries at the program garages. Kandi planned to make 100,000 cars available to Hangzhou residents over two years.{{cite news |author=Mark Rogowsky |date=2013-12-28 |title=Kandi Crush: An Electric-Car Vending Machine From China Could Upend The Auto Industry |url=https://www.forbes.com/sites/markrogowsky/2013/12/28/kandi-crush-an-electric-car-vending-machine-from-china-could-upend-the-auto-industry/ |url-status=live |archive-url=https://web.archive.org/web/20140808052639/http://www.forbes.com/sites/markrogowsky/2013/12/28/kandi-crush-an-electric-car-vending-machine-from-china-could-upend-the-auto-industry/ |archive-date=2014-08-08 |access-date=2014-08-02 |work=Forbes}}

The Kandi public EV Car Share concept is based on Hangzhou's bike share, the largest in the world and the first of its kind in China according to Guinness World Records.{{Cite web |date=September 1, 2016 |title=The Largest bicycle share program (number of bicycles) |url=https://www.guinnessworldrecords.com/world-records/115049-largest-bicycle-share-program-number-of-bicycles |access-date=2025-04-07 |website=Guinnes World Records}} The bike-share has since spread from Hangzhou to 19 Chinese cities including Shanghai and Beijing. According to Forbes, as of July 11, 2012, Kandi had delivered more than 40,000 electric vehicles through its car-sharing program, which was described as the largest of its kind globally at the time.{{Cite web |last=Konrad |first=Tom |title=Kandi Technologies Bags Largest Single Electric Vehicle Order Ever |url=https://www.forbes.com/sites/tomkonrad/2012/07/11/kandi-technologies-bags-largest-single-electric-vehicle-order-ever/ |access-date=2025-01-16 |website=Forbes |language=en}}

Kandi initially planned to develop a network of up to 750 garages in collaboration with Geely Auto through a 50-50 joint venture. The program was intended to expand to cities such as Shanghai, Shandong, and Hainan.
