Nominated in the 2021 federal election as a Liberal candidate, he was dropped by the party two days before the election over his failure to disclose a 2019 charge for sexual assault that was later withdrawn. Given the timing, Vuong's name remained on the ballot as a Liberal, narrowly winning the riding by fewer than 1,400 votes.

Vuong sat as an independent within Parliament and faced calls to resign. He joined the Conservative Party in November 2023, and publicly indicated his wish to sit with the Conservative caucus and run under that party's banner in the 2025 federal election. However, the party declined to allow him to sit in caucus and he did not seek re-election in 2025.

Before entering politics, Vuong was a businessman who sold COVID masks and a reservist in the Royal Canadian Navy.

Background

Vuong's ethnic Chinese parents immigrated to Canada as Vietnam War refugees. Vuong attended the University of Western Ontario under the school’s DAN Management and Organizational Studies program and worked a full-time job simultaneously.

Vuong was a member of the Canadian Y20 delegation to the 2013 G20 Summit. = Military career =

Vuong joined the Canadian Forces Naval Reserve as an intelligence officer in 2015. After three years, he completed an occupational transfer to join the public affairs branch, and was promoted to the rank of sub-lieutenant in 2021. Vuong served at HMCS York.

Vuong ran for Toronto City Council in Ward 10 Spadina—Fort York during the 2018 municipal election. == Legal issues ==

On September 1, 2021, The Globe and Mail and other media outlets reported that Vuong was involved in a $1.5 million lawsuit filed against him related to a mask making business, TakeCare Supply.{{Cite news |title=Liberal candidate facing $1.5-million lawsuit over pandemic mask-making business |url=https://www.theglobeandmail.com/politics/article-liberal-candidate-facing-15-million-lawsuit-over-pandemic-mask-making/ |access-date=2024-02-24 |work=The Globe and Mail |language=en-CA}} The claimant in the case, Anna-Maria Mountfort, was a supporter of MP Vaughan and commented on Vuong's nomination. Mountfort said in her statement of claim that after the business had $7 million in sales in its first six months, Vuong and Lau avoided discussing the issue of Montfort's ownership stake and “it became apparent that Kevin and Larry intended to ‘cut out’ Anna-Maria from the business she created and to refuse to provide her with fair compensation in accordance with the parties’ original understanding.” She was ultimately paid just $135,000. Vuong has said that he would like to "unequivocally state that these allegations are false" and that "I vigorously fought these allegations when they were initially brought forward. The allegations were withdrawn. Vuong has suggested that the woman in the sexual assault allegations "fits the Chinese MO of a honey trap" and "what [the Chinese government] did to me was dragged my name through the mud". == Reactions ==

Prime Minister Justin Trudeau, leader of the Liberal Party, responded to the report on September 17, stating "We are a party that always takes seriously any allegations or reports of sexual harassment or intimidation or assault" and that "We are looking into it very carefully and we have asked the candidate to pause his campaign".

The Department of National Defence announced that the military would also review Vuong's file, as Vuong had failed to share the criminal charge with his chain of command.

Despite being dropped by the Liberal Party and his ongoing legal issues, Vuong refused to drop out of the race, making his subsequent victory controversial. Of the ballots cast on election day, he polled 2,261 fewer votes than New Democratic Party candidate Norm Di Pasquale.{{cite web| url = https://www.elections.ca/res/rep/off/ovr2021app/53/11848e.html| title = 2021 poll results for Spadina—Fort York {{!}} Elections Canada}} Vuong was therefore elected as a result of advance polls and mail-in ballots, which had commenced several days prior to the scandal becoming public knowledge. Vuong announced his intention to sit as an Independent following the election. Ontario Liberal Party leader Steven Del Duca called for Vuong to "examine his conscience" to see if he could credibly take his seat even as an independent, "given the circumstances of the allegation" against him. In October 2023, Vuong became a member of the Conservative Party of Canada, though he continued to sit as an independent. His votes increasingly aligned with the Conservatives, such as on economic and drug policy.
