Kim Un-yong was elected the president of the Korean Taekwondo Association on 23 January 1971. Though he initially declined the position due to the continued conflicts within the organization, he was asked by the Korean government to accept and to clean up the association.

Believing that Taekwondo was a Korean martial art and its governing body should therefore be based in Korea, Dr. Kim dissolved the relationship between the Korean Taekwondo Association and the International Taekwondo Federation.

In 1973, the World Taekwondo Federation was formed and Dr. Kim was elected its first president.{{cite book|url=https://books.google.com/books?id=CayyJJg0KIsC&dq=kim+un-yong+taekwondo&pg=PA205|title=Martial Arts in the Modern World|isbn=9780275981532|last1=Svinth|first1=Joseph|year=2003|publisher=Bloomsbury Academic }}{{cite web|url=https://books.google.com/books?id=ns4DAAAAMBAJ&dq=kim+un-yong+taekwondo&pg=PT73|title=Black Belt March 2001|date=March 2001|access-date=4 October 2017}}{{cite web|url=https://books.google.com/books?id=6toDAAAAMBAJ&dq=kim+un-yong+taekwondo&pg=PA29|title=Black Belt October 1988|date=October 1988|access-date=4 October 2017}}{{cite book|url=https://books.google.com/books?id=FaTfuuIlmqcC&dq=kim+un-yong+taekwondo&pg=PA203|title=Martial Arts of the World|isbn=9781598842432|access-date=4 October 2017|last1=Green|first1=Thomas A.|last2=Svinth|first2=Joseph R.|year=2010|publisher=Bloomsbury Academic }} Kim played a significant role in debuting Taekwondo at the Olympics and helping South Korea host the 1988 Summer Olympics.

Kim has served as president of the Korean Olympic Committee, president of the 2002 Pusan Asian Games organization committee, president of the Korea Taekwondo Association, president of World Taekwondo Headquarters (Kukkiwon), an ambassador at large with the Ministry of Foreign Affairs and Trade, co-chairman of the Rebuilding Korea Committee, and internationally, he was the president of GAISF, executive board member of the IOC, chairman of the IOC Radio and Television Commission, and president of the World Taekwondo Federation.

In December 2017 he posthumously appeared on the cover of Tae Kwon Do Life Magazine in an issue dedicated to his contribution to the globalization of Taekwondo.{{cite news |last1=Zirogiannis |first1=Marc |title=In Memoriam-Dr. Un-Yong kim |url=https://tkdlifemagazine.com/subscribers-page-current-and-back-issue/ |access-date=3 October 2019 |issue=December 2017 |publisher=Tae Kwon Do Life Magazine |date=December 2017 |archive-date=28 April 2021 |archive-url=https://web.archive.org/web/20210428232537/https://tkdlifemagazine.com/subscribers-page-current-and-back-issue/ |url-status=dead }}
