The airport is struggling with a number of issues that has led to the temporary closure of operations since 2023, which are hindering hassle-free operations of the aircraft operations in particular. History

The project was initially intended to be developed on the public-private partnership model at an estimated cost of ₹ 354 crores. The State Government selected IL&FS Infrastructure Development Company Limited as project consultants. In January 2014, the state cabinet cleared the project and approved the financial bid document. Despite several attempts to reduce the cost and the size of the project, the government could not convince private payers about its viability. In May 2015, the state government decided to take the support of Airport Authority of India to move ahead with the project.

On 20 October 2021, PM Modi officially inaugurated the airport during Abhidhamma Day celebrations at Kushinagar, stating that it would boost the aviation sector and help increase international tourism from Buddhist pilgrims around the world. Facilities
The airport has a single runway which is {{convert|3.2|km|ft|abbr=on}} long and {{convert|45|m|ft|abbr=on}} wide with number 11/29. Airlines and destinations
No flights operate at present from this airport, due to a number of problems, such as high objects in vicinity of the airport's its runway on both sides, particularly electricity transmission pylon towers and a few houses whose heights are above the safe limit for landing and takeoff of aircraft. They numbered a total of 12 prior to their demolition and relocation drive that began from December 2024, and as of April 2025, 9 have been removed and around 3-4 such objects are yet to be removed from the runway's proximity. These objects were not removed before the airport was inaugurated due to land acquisition issues. There are also other issues that hinder operations at the airport, such as the absence of the airport's Instrument Flight Rules (IFR), critical for airport and flight operations, that is yet to be implemented, a garbage dump close to the runway that is yet to be removed, insufficient airport boundary wall height that needs to be increased by 10 metres, transfer of the land of the airport approach road and another 1.76 acres of land to the Airports Authority of India and some security concerns that are being discussed.
