The line is {{convert|43.152|km|abbr=on}} long with 12 stations.

The line was once called Jinzhou–Pulandian intercity railway in the early plan bluebooks. At the moment{{As of?|date=November 2024}} Line 13 runs through trains between Pulandian Zhenxing Street and {{stl|DLM|Dalian Development Area}} of the Line 3 branch.
