It happened during Russia's failed military offensive towards Lyman. Due to the indiscriminate nature of these weapons used in densely populated areas, Human Rights Watch described these strikes as a possible war crime. France likewise described this attack on civilians as a war crime and condemned Russia for it.{{cite web| title=Ukraine – France condemns russian strike on the city of Lyman ( 8 July 2023) |author=| date=8 July 2023| url=https://www.diplomatie.gouv.fr/en/country-files/ukraine/news/article/ukraine-france-condemns-russian-strike-on-the-city-of-lyman-08-07-23#:~:text=News-,Ukraine%20%E2%80%93%20France%20condemns%20russian%20strike%20on%20the,of%20Lyman%20(%208%20July%202023)&text=France%20utterly%20condemns%20the%20Russian,and%20wounding%20around%2010%20others.| work=France Diplomacy| access-date=17 August 2023}}
