Lucknow police put up barricades at various places. The police wanted to take the memorandum by stopping the SP leaders on Vikramaditya Marg itself. However, this was not possible and the SP leaders sat on a dharna outside gate number two of the Raj Bhavan.{{fact|date=August 2024}}
The SP leader wanted to submit a memorandum to the then Governor Vishnu Kant Shastri. A large number of police, PAC and RAF personnel were deployed there. The then ASP City Rajesh Pandey and other officers also took the lead. Police officers were deciding the future strategy. The then ASP City Rajesh Pandey says that when he reached there with the officers, a man wearing a white kurta pajama was lying face down and bleeding from his back. On closer inspection, he came to know that he had been shot. The police officer could have understood that a young man was seen running at a short distance.{{fact|date=August 2024}}
A siege was laid to catch the young man and the police also got success. The young man had a bag in his hand, in which a pistol was kept. There was a hole in the bag, which showed that the bullet was fired from inside it. In a short while the one who got shot was identified as MLA Manzoor Ahmad. The SP leader got angry with the incident and snatched the youth from police custody and tried to thrash him. Somehow the young man was saved after a lot of struggle and the police took him to Hazratganj police station. On the other hand, the doctors at the Civil Hospital declared the MLA brought dead.{{Cite news |date=2002-03-08 |title=SP MLA shot dead near UP Raj Bhawan |work=The Times of India |url=https://timesofindia.indiatimes.com/city/lucknow/sp-mla-shot-dead-near-up-raj-bhawan/articleshow/3001307.cms?from=mdr |access-date=2023-06-04 |issn=0971-8257}}
