Hurunui District was formed in the 1989 local government reforms through the amalgamation of Amuri County, Cheviot County, and Ashley County.{{cite web |title=Council archives |url= https://www.hurunui.govt.nz/find/about-the-district/history/council-archives |publisher=Hurunui District Council |accessdate=29 April 2020}} The last chairman of Amuri County, John Chaffey, became the first mayor of Hurunui District.
