The current editnotice mentions: "User:}}{{PAGENAME}}".

The User: here is redundant, as it is already covered in the Title Blacklist:

Category:User:.*

If you just put {{PAGENAME}}, the links will work fine. Otherwise, the page says:

:You appear to be trying to create a category for User:User:Example. (with a redlink, most likely)

instead of:

:You appear to be trying to create a category for User:Example.
