Horner graduated with a bachelor's degree from the University of Florida in 1989. He graduated from the University of Central Florida with a master's degree in public administration in 1995. He currently lives in Kissimmee, Florida with his family.
Resignation

2024 arrest
On May 18, 2024, Horner was arrested and charged with battery against an elected official. The altercation occurred on May 17, when Horner and Osceola County School Board District 3 member Jon Arguello both attended a fundraiser for State Attorney Andrew Bain.
Arguello confronted Horner regarding his link to a prostitution ring, and began to record him. Publicly available video shows Horner grabbing Arguello, threatening him and later calling the police, falsely claiming assault.
