MiniPanzer and MegaPanzer are two variants of Bundestrojaner (German for federal Trojan horse) written for ERA IT Solutions (a Swiss federal government contractor) by software engineer Ruben Unteregger, and later used by Switzerland's Federal Department of Environment, Transport, Energy and Communications (UVEK) to intercept Skype and more generally voice over IP traffic on Windows XP systems.{{cite web |last1=Dunn |first1=John |title=Swiss coder publicises government spy Trojan |url=http://news.techworld.com/security/3200593/swiss-coder-publicises-government-spy-trojan/ |website=TechWorld |access-date=10 January 2021 |archive-url=https://archive.today/20140126115729/http://news.techworld.com/security/3200593/swiss-coder-publicises-government-spy-trojan/ |archive-date=26 January 2014 |date=27 August 2009 |url-status=dead}}{{cbignore|bot=InternetArchiveBot}}{{cite magazine |url=http://www.linux-magazine.com/Online/News/MegaPanzer-Parts-of-Possible-Govware-Trojan-Released-under-GPL |title=MegaPanzer: Parts of Possible Govware Trojan Re... |magazine=Linux Magazine |date=2009-08-28 |accessdate=2014-01-26}}
The source code of the program was released under the GNU General Public License version 3 (GPLv3) in 2009 by their author, who retained the copyright. Thereafter, the trojan was apparently detected in the wild.{{cite magazine|last=Zetter |first=Kim |url=https://www.wired.com/threatlevel/2009/08/skype-trojan/ |title=Code for Skype Spyware Released to Thwart Surveillance | Threat Level |magazine=Wired |date= 2009-08-31|accessdate=2014-01-26}} One of its designations given by anti-virus companies was Trojan.Peskyspy.{{cite web |url=https://community.broadcom.com/symantecenterprise/communities/community-home/librarydocuments/viewdocument?DocumentKey=f0d86c9d-99a7-441e-b22b-8819903001fd&CommunityKey=1ecf5f55-9545-44d6-b0f4-4e4a7f5f5e68&tab=librarydocuments |title=Trojan.Peskyspy—Listening in on your Conversations |author= |date=27 Aug 2009 |website=Symantec |publisher=Symantec |access-date=August 30, 2016 |quote=}}{{cite web|last=Danchev |first=Dancho |url=http://www.zdnet.com/blog/security/source-code-for-skype-eavesdropping-trojan-in-the-wild/4133 |archive-url=https://web.archive.org/web/20100622042831/http://www.zdnet.com/blog/security/source-code-for-skype-eavesdropping-trojan-in-the-wild/4133 |url-status=dead |archive-date=June 22, 2010 |title=Source code for Skype eavesdropping trojan in the wild |website=ZDNet |date=2009-08-28 |accessdate=2014-01-26}}
