Rogue Template with Different Map

The template {{tl|Location map TEMP-Japan}} nominated for deletion because it is redundant with this template, but uses an image that is not a part of the options here. I might try to add the image to the options for this template. The image in question is :File:JustJapan.png. The coordinates associated with it are:

Coordinate grid is wrong!

Current revision of map results in all labels offset ~south by about 0.3 degrees. Compared to Google Map, seems top of map is at 45.8N, not on 45.5N
