History

The airbase was built with assistance from the Chinese government.{{cite book|author=Elizabeth Kai Hinton|title=The New Black History: Revisiting the Second Reconstruction|url=https://books.google.com/books?id=PoXFAAAAQBAJ&pg=PA147|date=15 September 2011|publisher=Palgrave Macmillan|isbn=978-0-230-33804-3|pages=147–}} During the Uganda–Tanzania War, a squadron of MiG aircraft en route to Mwanza Airport in northern Tanzania was hit in a friendly fire whilst flying over the nearby Musoma town. All three aircraft were hit by SAM-2 missiles fired by the army's anti-aircraft units, who mistook it for enemy aircraft as they had not been informed.{{cite news |last=Liganga |first=Lucas |date=15 October 2014 |title=Remembering Uganda War: The start, cost, development and philosophy |url=http://www.thecitizen.co.tz/News/NYERERE---KAGERA-WAR-2--Nyerere-rallied-nation-in-60-minutes/-/1840392/2486910/-/item/9/-/4j7jc1z/-/index.html |newspaper=The Citizen |accessdate=13 December 2014}}

On 28 June 2010, an FT-5 (registration JW-9119) whilst on a routine training mission, lost communication with the airbase and made an emergency landing on the A14 highway. Upon landing, one of its wings crashed onto a tourist vehicle; resulting in the deaths of both the instructor and trainee.{{cite news |last= Athumani |first=Rose |date=29 June 2010 |title=Two army officers die in plane crash |url=http://www.dailynews.co.tz/home/?n=11269&cat=home |newspaper=Daily News |archive-url=https://web.archive.org/web/20100705142754/http://www.dailynews.co.tz/home/?n=11269&cat=home |archive-date=5 July 2010 |accessdate=13 December 2014 }}{{cite web |url=http://issamichuzi.blogspot.co.uk/2010/06/excluisve-picha-za-ajali-ya-ndege.html |title=Excluisve: picha za ajali ya ndege |date=30 June 2010 |publisher=Michuzi Blog |accessdate=13 December 2014}}

Operations

The airbase maintains a prohibited (HTP6) and a restricted airspace (HTR7) west of Dar es Salaam's Julius Nyerere International Airport. A number of civilian aircraft have infringed into these areas, and the Tanzania Civil Aviation Authority has advised pilots to keep away at all times.{{cite web |url=http://www.tcaa.go.tz/files/47%20Infringement%20of%20Prohibited%20%20Restricted%20areas%20Ngerengere%20(HTP6%20and%20HTR7.pdf |title=Infringement of Prohibited / Restricted Areas: NGERENGERE (HTP6 AND HTR7) | last1=Munyagi | first1=M. | date=7 September 2000 | publisher= Tanzania Civil Aviation Authority | accessdate=13 December 2014}}

A report published in 1996 by the Tanzania Accident Investigation Branch recommended that the prohibited area (HTP6) ought to be modified in order to facilitate easier access to towns west of Dar es Salaam. It also stated that civilian aircraft were able to fly over it upon request to Ngerengere Tower, contrary to its designation as a civilian no-fly zone. The nearby Morogoro Airstrip is located just off the western side of HTP6 but within HTR7.{{cite web | url=http://www.tcaa.go.tz/files/final%20report%204-96%20%20CESSNA%20F406%20%205H-TZD%20%20PALAPALA%20HILLS%20MOROGORO.pdf | title=CIVIL AIRCRAFT ACCIDEN.T NO. CA/ACC/4/96 | date=1996 | publisher= Tanzania Accident Investigation Branch | accessdate=13 December 2014}} According to a local pilot, the detour over the airbase results in an additional 15 minutes to the flight duration between Morogoro and Dar es Salaam.{{cite web | url=https://www.youtube.com/watch?v=Yjs8sckym_A&t=0m35s|title=Inauguration of Auric Air flight to Morogoro | date=2013 | publisher=Youtube | accessdate=16 December 2014}}
