Niue Consumption Tax
{{Update|date=December 2024}}
The Niue Consumption Tax (NCT) is a value-added tax or consumption tax for goods and services consumed in Niue. It is modelled on the New Zealand Goods and Services Tax and charged at a rate of 12.5%.
History
The bill for the NCT was originally introduced to the Niue Assembly by Premier Toke Talagi November 2007, as Niue's tax system was not generating enough while committed to the Pacific Agreement on Closer Economic Relations requirement to progressively wipe import duties,{{cite web |url=https://www.rnz.co.nz/international/pacific-news/173662/niue-government-considers-phased-tax-change |title=Niue government considers phased tax change |publisher=RNZ |date=1 November 2007 |access-date=5 July 2022}} but put on hold shortly afterwards after opposition from MPs.{{cite web |url=https://www.rnz.co.nz/international/pacific-news/174249/niue-tax-change-on-hold |title=Niue tax change on hold |publisher=RNZ |date=30 November 2007 |access-date=5 July 2022}} It was reintroduced a year later,{{cite web |url=https://www.rnz.co.nz/international/pacific-news/180355/niue-premier-hopes-people-will-embrace-tax-changes |title=Niue premier hopes people will embrace tax changes |publisher=RNZ |date=13 November 2008 |access-date=5 July 2022}} and again delayed.{{cite web |url=https://www.rnz.co.nz/international/pacific-news/180723/niue-consumer-tax-stalled-again |title=Niue consumer tax stalled again |publisher=RNZ |date=3 December 2008 |access-date=5 July 2022}} It was finally passed on 5 February 2009,{{cite web|url=http://www.radionz.co.nz/international/pacific-news/181846/niue-mp-expects-consumer-tax-bill-to-pass|title=Niue MP expects consumer tax bill to pass|date=5 February 2009|work=Radio New Zealand|accessdate=27 September 2013}} and came into force on 1 April 2009.{{cite web |url=https://www.rnz.co.nz/international/pacific-news/181986/niue-premier-says-consumption-tax-will-boost-revenue |title=Niue premier says consumption tax will boost revenue |publisher=RNZ |date=12 February 2009 |access-date=5 July 2022}} The increased revenue from the NCT was partially offset by lowering income tax, import taxes, and tax on secondary income.
