The Oregon Court of Appeals is the state intermediate appellate court in the US state of Oregon. Part of the Oregon Judicial Department, it has thirteen judges and is located in Salem. Except for death penalty cases, which are reserved to the Oregon Supreme Court, and tax court cases, it has jurisdiction to hear all civil and criminal appeals from Oregon circuit courts, and to review actions of most state administrative agencies. The 13 judges of the court are chosen by the people in statewide nonpartisan elections to six-year terms, and have as their administrative head a Chief Judge appointed from their number by the Chief Justice of the state Supreme Court.{{cite web | title = An Introduction to the Courts of Oregon | work = Oregon Judicial Department (Official website) | publisher = Salem, Oregon: Oregon Judicial Department | year = 2006 | url = http://www.ojd.state.or.us/aboutus/courtsintro/index.htm | access-date =December 30, 2006 |archive-url = https://web.archive.org/web/20060923075638/http://www.ojd.state.or.us/aboutus/courtsintro/index.htm |archive-date = September 23, 2006}}

The petition must be made within 35 days of the decision, and the Supreme Court determines by vote of the Justices whether to review the case.{{cite web | title = Oregon Court of Appeals | work = Oregon Blue Book (Online) | publisher = Salem, Oregon: Oregon Secretary of State | year = 2006 | url = https://sos.oregon.gov/blue-book/Pages/state/judicial/appeals-description.aspx | access-date =December 30, 2006}} The court holds session at the Oregon Supreme Court Building in Salem, with offices in the neighboring Justice Building.

History

Established in 1969, the court originally had five seats before expanding to ten seats in 1977. Also in 1977, the court's jurisdiction was expanded to include almost all appeals. Prior to the expansion, it could only hear appeals to criminal, domestic relations, and some juvenile matters, as well as reviews of actions by state agencies.{{cite book|title=Appeal and Review: The Basics|year=2010|publisher=OSB Legal Pubs}} The Oregon Legislature has debated adding additional judgeships in both 2011 and 2012.{{cite news|last=Har|first=Janie|title=House Judiciary approves bill to add more judges to the Oregon Court of Appeals|url=http://www.oregonlive.com/politics/index.ssf/2012/02/house_judiciary_approves_bill.html|access-date=February 1, 2012|newspaper=The Oregonian|date=February 1, 2012}} Three seats were added in 2013 to bring the total to thirteen.{{cite news|last=Castillo|first=Andrea|title=Darleen Ortega, raised near Banks, becomes Oregon's first Latina Court of Appeals judge|url=http://www.oregonlive.com/forest-grove/index.ssf/2014/01/darleen_ortega_oregon_court_of.html|access-date=3 January 2014|newspaper=The Oregonian|date=January 2, 2014}} The Oregon Court of Appeals is one of the busiest appellate courts in the country, handling between 3,200 and 4,100 cases annually during a recent ten-year period.{{cite web|title=Welcome to the Oregon Court of Appeals|url=http://courts.oregon.gov/COA/Pages/index.aspx|publisher=Oregon Judicial Department}}
