Life
Cabrera was born in the city of Cuenca, Province of Azuay, in 1966 to parents of Azoguean descent.
He completed his primary studies at the Escuela Particular Arzobispo Serrano, and his secondary studies at the Colegio Universitario Miguel Cordero Crespo.{{citation needed|date= March 2023}}
He took degrees in Philosophy and Theology at the Seminario Mayor San León Magno-Cuenca.{{citation needed|date= March 2023}}
Priesthood
He was ordained a priest on November 17, 1990, by the former Archbishop of Cuenca, Luis Alberto Luna Tobar.

On 20 August 2016, he was ordained the fifth Bishop of Azogues in Cañar Province by the Apostolic Nuncio to Ecuador, Mons.
