Overview
Pader sprang up in 2000, the same year that Pader District was formed. The town soon became a center of foreign relief agencies assisting the civilian population affected by the Lord's Resistance Army insurgency. While over US$2 million has been poured into this effort, there is little to show for it because of corruption, poor planning, poor implementation, poor follow up, poor management, lack of accountability, and a hands-off approach by many of the donor agencies.{{cite web | url=http://www.newvision.co.ug/news/636980-opm-fraud-more-donors-cut-aid.html | title=OPM Fraud: More Donors Cut Aid | publisher=New Vision | date=2 November 2012 | accessdate=4 June 2014 | first=and Raymond Baguma | last=Ann Mugisa}}{{cite web | url=http://www.monitor.co.ug/News/National/Govt-raids-Treasury-to-refund-stolen-aid/-/688334/1661044/-/gf16lg/-/index.html | first=Tabu | title=Government Raids Treasury to Refund Stolen Aid | last=Butagira | date=9 January 2013 | publisher=Daily Monitor | accessdate=4 June 2014}}
Population
The 2002 national census estimated the population of the town at about 8,700. The Uganda Bureau of Statistics (UBOS) estimated the population at 12,800 in 2010. In 2011, UBOS estimated the mid-year population at 13,500.{{cite web |url=http://www.ubos.org/onlinefiles/uploads/ubos/pdf |title=Estimated Population of Pader In 2002, 2010 And 2011 |work=Uganda Bureau of Statistics |date=June 2011 |author=Uganda Bureau of Statistics |access-date=5 August 2022 |format=Archived from the original on 11 April 2019 |archive-url=https://web.archive.org/web/20190411195751/http://www.ubos.org/onlinefiles/uploads/ubos/pdf |archive-date=11 April 2019 |url-status=dead}} The 2014 census enumerated the population of the town at 14,080.{{cite web | url=http://citypopulation.de/Uganda-Cities.html | title=The Population of The Regions of the Republic of Uganda And All Cities And Towns of More Than 15,000 Inhabitants | date=27 August 2014 |access-date=12 December 2015 | last=UBOS | publisher=Citypopulation.de Quoting Uganda Bureau of Statistics (UBOS)}}
