Milne studied at Swinburne Community School 1972–73 and undertook the photography course at Prahran College of Advanced Education. The 2018 monograph Fool's Paradise: The Early Years of the Melbourne Comedy Festival consists largely of candid images of comedians taken in bars and backstage.{{Cite web|url=https://www.abc.net.au/radionational/programs/drawingroom/fools-paradise-behind-the-scenes-at-micf/9576250|title=Fool's Paradise: Backstage at a comedy festival|date=22 March 2018|website=ABC Radio National}} In 2020 he published a book of works made in his late teens and early 20s, Juvenalia,{{cite web|accessdate=2020-06-08|title=Peter Milne - Juvenilia|url=https://paper-journal.com/peter-milne-juvenilia/|date=27 February 2020|website=paper-journal.com}} with photographs of Rowland S. Howard, Nick Cave and Mick Harvey, their bands The Birthday Party and The Boys Next Door as well as their friends, including Gina Riley, Polly Borland and Anita Lane.
