Rex Smith is an American politician from Kentucky who was a member of the Kentucky House of Representatives from 1987 to 1995. Smith was first elected in 1986 after incumbent representative Joel Ellington unsuccessfully ran for the Kentucky Senate.{{cite news |date=February 21, 1986 |title=Barkley to run for state house |work=The Lexington Herald-Leader |page=B2 |quote=The [4th district] is now held by Rep.
