Premise
The series follows 5-year-old Rosie Fuentes as she investigates and learns about the area around her San Antonio, Texas home. Through a multicultural (Mexican, southwestern, and midwestern) lens as her father is from Mexico City and her mother is from Wisconsin, she learns about community with her cat sidekick Gatita. The show is primarily in English, but it blends in Spanish words and phrases.{{Cite web |title=Meet the newest PBS Kids character: a Texas girl with a blended family and vocabulary |last=Rice |first=Laura|work=Texas Standard |date=3 October 2022 |access-date=13 October 2022 |url= https://www.texasstandard.org/stories/rosies-rules-pbs-kids-show-set-san-antonio-tx/ }}{{Cite web |title='Rosie's Rules' Premieres on PBS Kids |first=Michael |last=Malone |work=Broadcasting Cable |date=3 October 2022 |access-date=13 October 2022 |url= https://www.nexttv.com/news/rosies-rules-premieres-on-pbs-kids }} Each story builds on a preschooler’s budding understanding of a concept (how the mail works, transportation, family relationships) and extends the learning from there. As Rosie figures things out, the answers – along with other astute discoveries – become Rosie’s Rules. These "rules" range from the silly ("Don’t try to mail your cat to Mexico."), to the sweet ("There’s nothing better than making your Abuela happy.") to the practical ("Sometimes, flopping helps you get your feelings out."). They will also punctuate what Rosie’s learned in the episode, bridging the curriculum takeaway and the heart of each story.
Every episode starts with Rosie singing the song "I Gotta Know." It typically consists of Rosie's interpretations and exaggerations of the episode's main subject. Each song has the same melody and tune but consists of different lyrics depending on what Rosie is wondering about in the episode. In some episodes, like "Cat Mail" and "Rosie and la Monarca" Rosie calls Abuela before singing the "I Gotta Know" song.
It is preceded by Rosie feeling overwhelmed by a confusing situation. She then, in an effort to relax, declaring to flop and rapidly descends to the ground. She then recites in pausing to inhale, exhale, and wiggle. Then she points her index finger upward, gets up planning to figure out adding "vamos a ver" (a Spanish phrase meaning roughly "we'll see").
It is preceded by Rosie is calling Abuela (her grandmother) to do different things or for help with the problem she is trying to solve. After Abuela says "Adios Granito de arroz", then Rosie says "Ciao Bacao" and ends the video call.
At the end of every episode, Rosie sings about the curriculum, she later turns into Rosie's Rule.
Characters
=Main=
- Rosalía "Rosie" Fuentes (speaking voice by Ellora López and singing voice by Ana Sofía Ferrer) is the main character who makes various special "Rules" that are recited in each episode. She's a very creative and optimistic 5-year-old with a whimsical imagination. Rosie's feet may be on the ground, but her head is always in the clouds. Prone to "zoning out" and becoming lost in her own little world, she has her head in the clouds even more than most other characters. While this occasionally has the unfortunate side effect of making her very accident-prone, it does give her a very active imagination, and she often provides lots of new ways to solve problems. Rosie is a top kid but a little more inquisitive, a little more impulsive, and much more prone to chaos. Rosie's endless curiosity sets the stage for her ongoing pursuits to learn more about her family, her community and beyond. Rosie is not a kid who can easily break rules, so in order to get the most out of life, she re-writes them in her own earnest way. After all, she has the absolute interest to learn and explore just about everything, which is why Rosie is knowledgeable and well-informed in a variety of subjects. An imaginative dreamer, Rosie has frequent dream sequences in many episodes, visualizing her daydreams and wishes, and many episodes describe her normal daily experiences with her parents, friends, and neighbors. Overall, Rosie can be very playful, kind, and helpful, but she often experiences trouble, mostly through her lack of understanding of how society works. She is childlike in her understanding of the world, which causes her to become confused. Rosie also has many interactions with other characters. Everyone generally likes Rosie and frequently goes out of their way to help her. Rosie is of Mexican descent (on her father's side since her Abuela still currently lives in Mexico), as she is bilingual in both English and Spanish and frequently alternates between the two while speaking often.
- Gatita (vocal effects provided by Denise Oliver) is the Fuentes' pet cat and Rosie's sidekick who is sometimes seen doing unusual human-like motions such as spinning on hind legs. Gatita is an excellent listener and she may or may not be a secret genius.
- Crystal Fuentes (voiced by Gabby Clarke) is the 12-year-old half-sister of Rosie and Iggy Fuentes. She is the biological daughter of Liz from a previous relationship in Wisconsin, where Liz lived with her brother Steve. She is also the stepdaughter of Marco Fuentes. Crystal loves guiding Rosie, but lets Rosie solve her problems -- sometimes using her creative artistic talents to help Rosie out of a jam. She often likes to gloat about being 12 years old, but still likes childlike things such as balloon animals and merry-go-rounds. Crystal enjoys a wide range of art, ballet, ice skating, soccer, roller skating, and playing the tuba.
- Ignácio "Iggy" Fuentes (voiced by Oscar Whalen) is Rosie's adorable, typically egocentric, 2-year-old little brother and Crystal's half-brother who speaks in the third person, expressing his most passionate feelings. Above all, Iggy adores his big sister, who he calls "Wosie", and follows her around as a ready and willing assistant to whatever she's up to each day. He has a stuffed pink axolotl named Lote.
- Marco Fuentes/Papá (voiced by Carlos Díaz) is Rosie and Iggy's father, Crystal's stepfather and Liz's husband who brings an infectious energy to any situation. Very proud of his Mexican heritage, Papá loves sharing stories of his upbringing in Mexico City.
- Liz Fuentes/Mom (voiced by Denise Oliver) is Rosie, Crystal and Iggy's mother and Marco's wife who has a younger brother named Steve. She had already given birth to Crystal before she married Marco. She owns a quaint bookstore and loves finding the perfect book for someone. She is quick with cuddles, loves spending time with her family, and beams with pride when witnessing Rosie's curiosity and determination. Liz makes puns on her new surname, like "fuen-tastic". She is a big fan of Wisconsin cheddar cheese, ranking it highly among her favorite foods, like her sister-in-law Margarita's horchata.
=Recurring=
- Beatríz Gomez/Abuela (voiced by Amanda Martínez) is Rosie and Iggy's grandmother, Crystal's step grandmother, Liz's mother-in-law and Marco and Margarita's mother who has a terrifyingly high level of physical fitness, she is able to hold a one-armed handstand while chatting on the phone and casually drop into a front split. Abuela lives in Mexico City in the same house Papá and Tía grew up in. However, living far away doesn't stop her from seeing her family. Video calls with Abuela are a highlight for Rosie – she’ll usually ask her for help when she’s facing a problem. She calls her grandkids "granito de Arroz" which is a food-based nickname.
- Margarita Gomez/Tía (voiced by Paloma Nuñez) is Rosie and Iggy's aunt, Crystal's step aunt, Marco's sister, Liz's sister-in-law, Javi's mother, and Beatriz's daughter who owns a small Mexican fusion restaurant in town. She has a very big personality, a deep, giddy guffaw, and an exuberance about everything.
- Javier "Javi" Gomez (voiced by Desmond Sivan) is Rosie and Iggy's 5-year-old cousin and Crystal's half-cousin. Rosie often calls him "primo." He helps Rosie with her problem-solving (i.e. chaos-producing) escapades, and often lends a different perspective on things. Like Rosie, he seems to be a fan of The Purple Knight, Wonder Walrus, and Nando Narwhal.
- Jun Liu (voiced by Emma Ho) is an athletic young girl who likes to hang out with Rosie. She also enjoys baking with her mom, as seen and also first appeared in "The Cake-Off". Her grandparents live in Shanghai, China, which she's Chinese and tomboyish.
- Quinn Liu (voiced by Ian Ho) is Jun's athletic twin brother who plays tennis and enjoys watching Roly Polys.
- Grandpa Liu (voiced by Russell Yuen) is Jun and Quinn's grandfather.
- Steve (voiced by Scott Gorman) is Rosie, Crystal, and Iggy's uncle, Liz's younger brother and Marco's brother-in-law.
- Calvin (voiced by Joseph Motiki) is the cook in Rosie's town. He had other jobs such as volunteering at the community theater, hosting a cake decorating contest, and leading a disc-throwing competition.
- Dragon is Crystal’s pet bunny who she adopts from the animal shelter.
- Maya (voiced by Sara Chaundry) is the neighborhood's mail carrier happy to visit Rosie and her family. In "Rosie and Javi's Slime Store", it is revealed that Maya has nieces.
- Benito (vocal effects provided by Carlos Díaz) is Javi’s pet dog.
- Hazel (voiced by Stacey Depass) is grocery store worker whom Rosie and Papá are familiar with.
- Purple Knight (voiced by Stephany Seki) is Rosie’s favorite knight character.
- Wonder Walrus & Nando Narwhal (voiced by Carlos Díaz and Denise Oliver respectively) are Rosie and Javi’s favorite superhero duo.
