Rukan Razuki Abd al-Ghafar

Rukan Razuki Abd al-Ghafar Sulayman al-Majid al-Tikriti ({{langx|ar|روكان رزوقي عبد الغفار سليمان الماجد التكريتي}}; 1956-2003){{cite web |title=List of Individuals pursuant to resolution 1438 |author=United Nations Security Council |url= https://www.un.org/sc/committees/1518/list_27jul2005.htm |date=27 July 2005 |accessdate=5 February 2011 |archive-url=https://web.archive.org/web/20070314173925/https://www.un.org/sc/committees/1518/list_27jul2005.htm |archive-date=14 March 2007 |url-status=dead}} was the head of the tribal affairs office in Iraq under Saddam Hussein and a member of Saddam's inner circle.

He was #21 on the U.S. list of most-wanted Iraqis{{cite news |title=Most wanted list is now down to 13 from a starting pack of 55 |author= Matthew Beard|url=https://www.independent.co.uk/news/world/middle-east/most-wanted-list-is-now-down-to-13-from-a-starting-pack-of-55-576669.html |newspaper= The Independent |date=15 December 2003 |accessdate=3 January 2011}} (previously #39), and was represented by the "nine of spades" in the U.S. deck of most-wanted Iraqi playing cards that were printed to accompany the list.

Al-Ghafar was killed in an airstrike in 2003.
