Siabandov joined the Communist Party of the Soviet Union in 1931 and in 1938 was elected deputy in the Supreme Soviet of the Armenian Soviet Socialist Republic.{{Cite book|last=Kolmanov|first=G.|url=https://books.google.com/books?id=Y8hgRjS5EVEC&q=samand+siabandov+education&pg=PA141|title=USSR Information Bulletin|date=1946|publisher=The Embassy|pages=141|language=en}} Later he was a Minister of Agriculture for the Armenian SSR. He was the author of two published poems in the Kurdish language and an Armenian-Kurdish dictionary.
