She was born in Geelong with achondroplasia dwarfism. She competed in four events at the 2004 Athens Games and won a gold medal in the Women's 100m Breaststroke SB6 event,{{cite web|title=Athlete Search Results|url=http://www.paralympic.org/Sport/Results/search.html?sport=all&games=all&medal=all&npc=all&name=Bowen&fname=Sarah&gender=all|publisher=International Paralympic Committee|accessdate=2 February 2012}} for which she received a Medal of the Order of Australia. At the 2008 Beijing Games, she competed in three events and won a silver medal in the Women's 100m Breaststroke SB6 event.

At the IPC Swimming World Championships, she won gold medals in the Women's 100 m Breaststroke SB56 and Women's {{nowrap|4 × 100 m}} Medley Relay (#4 points) in 2002 and silver medal in the Women's 100m Breaststroke SB6 in 2006.{{cite web|title=Athlete Profile - Sarah Bowen|work=IPC Swimming Website|publisher=International Paralympic Committee}}

In 2004, she received the McHugh-Henderson award for her outstanding performances in the sport of swimming. The award is given out annually by the Short Statured People of Australia [SSPA] organisation.
