The new Cabinet was formed due to Prime Minister, Goh Chok Tong, calling a snap election, seeking a strong and fresh mandate after succeeding Lee Kuan Yew as prime minister.{{cite web | url=https://www.straitstimes.com/politics/ge2015-a-look-back-at-the-last-5-general-elections-from-1991-to-2011 | title=GE2015: A look back at the last 5 general elections from 1991 to 2011 | accessdate=2 January 2019}}{{cite web | url=http://archive.ipu.org/parline-e/reports/arc/2283_91.htm | title=ELECTIONS HELD IN 1991 | accessdate=2 January 2019}}
