Liu Jingluo ({{lang-zh|s=劉婧犖|p=Liú Jìngluò}}; born November 25, 1985), known professionally as {{nihongo|Seira Ryū|劉セイラ|Ryū Seira}}, is a Chinese voice actress based in Japan. Life and career
Born in Beijing, she longed to become a voice actor from a young age. In high school she participated in the creation of doujin games, original drama CD, etc. and participated in voice actress/singer-related activities under the name of "kkryu".{{Cite web|url=https://www.cbr.com/anime-characters-non-japanese-voice-actors/|title=10 Anime Characters Not Voiced by Japanese Voice Actors|date=2 August 2021}}
In 2006, she became a student of Beijing Foreign Studies University's Japanese language institute{{Cite web|url=https://www.gov-online.go.jp/eng/publicity/book/hlj/html/201604/201604_07_en.html|title=Giving Voice to a Dream | April 2016 | Highlighting Japan}} and in 2008 graduated from the university. During her time at BFSU, she was an exchange student in Japan, studying at Aichi Bunkyo University for ten months.
After graduation she studied again at the Nippon Engineering College (NEEC) for two years. While studying, she appeared as a 7th grader in the show {{ill|Dream · Dream · Party|ja|ドリーム・ドリーム・パーティ|vertical-align=sup}}.
In an interview in 2016, Ryu said that she was influenced by the success of Romi Park in the seiyu scene, and realized that voice actors of non-Japanese heritage could have a successful career.
