Shangcai County ({{zh|s=上蔡县|t=上蔡縣|p=Shàngcài Xiàn}}) is a county in the south of Henan province, China. It is under the administration of the prefecture-level city of Zhumadian.
In 2016 over 100 people were charged for a phone scam involving impersonating military personnel, with 'almost all of them holding a hukou from Shangcai County in Henan Province.'
