Prior to the creation of the South Shore Conference, the public high schools in Racine and Kenosha were part of the Big Eight, a conference of large high schools in southern Wisconsin that also included schools from Madison, Janesville and Beloit. As new schools were added to districts due to population growth, membership had experienced a net increase to twelve by the end of the 1960s.{{Cite news |date=21 February 1970 |title=Anderson Scores 52; Park Second (includes final Big Eight boys basketball standings for 1969-70 season) |url=https://newscomwc.newspapers.com/image/12910132/?match=1&terms=%22Big%20Eight%20Conference%22%20conference%20standings&pqsid=FYFP-YNQ1KEKeHs7pDTM8w%3A2629417%3A255032858 |access-date=24 October 2024 |work=Janesville Weekly Gazette |pages=30}} Tensions increased between the Madison-area schools and those in southeastern Wisconsin, and the South Shore Conference was formed in 1970 after the five schools in Racine and Kenosha were forced out by the rest of the Big Eight members.{{Cite news |last=Trower |first=Ralph |date=6 July 1969 |title=W.I.A.A.
