The Sponsoring Consortium for Open Access Publishing in Particle Physics (or SCOAP3) is an international collaboration in the high-energy physics community to convert traditional closed access physics journals to open access,{{cite book|author1=Bill Cope|author2=Angus Phillips|title=The Future of the Academic Journal|url=https://books.google.com/books?id=3p7_AwAAQBAJ&pg=PA242|date=1 July 2014|publisher=Elsevier Science|isbn=978-1-78063-464-7|pages=242–}} freely available for everyone to read and reuse, shifting away the burden of the publishing cost from readers (traditional model) and authors (in the case of hybrid open access journals). Under the terms of the agreement, authors retain copyrights and the articles published under SCOAP3 will be in perpetuity under a CC BY license.{{cite journal|last1=Mele|first1=Salvatore|last2=Morrison|first2=Heather|last3=D'Agostino|first3=Dan|last4=Dyas-Correia|first4=Sharon|title=SCOAP3 and Open Access|journal=Serials Review|volume=35|issue=4|year=2013|pages=264–271|issn=0098-7913|doi=10.1080/00987913.2009.10765254|s2cid=62139397 }} The initiative was promoted by CERN in collaboration with international partners.{{cite report |author=Yeomans, Joanne|date=11 January 2006 |title=Colloquium on Open Access (OA) Publishing in Particle Physics, 7-8 December 2005, CERN : minutes |url=https://cds.cern.ch/record/920982 |publisher=CERN |docket=CERN-OPEN-2006-003}}{{cite report |author=Rüdiger Voss|date=22 June 2006 |title=Report of the task force on open access publishing in particle physics |url=https://cds.cern.ch/record/966160 |publisher=CERN |isbn=9789290832744 }}{{cite conference |url=https://cds.cern.ch/record/986997 |title=From preprints to Open Access journals |last1=Aymar |first1=Robert |author-link1=Robert Aymar|date=27 September 2006 |location=Oxford |conference=Moving Towards Open Access: A JISC Conference for Research Funders, Authors, Publishers and Librarians}}{{cite journal|last1=Mele|first1=Salvatore|last2=Dallman|first2=David|last3=Vigen|first3=Jens|last4=Yeomans|first4=Joanne|title=Quantitative analysis of the publishing landscape in high-energy physics|journal=Journal of High Energy Physics|volume=2006|issue=12|year=2006|pages=S01|issn=1029-8479|doi=10.1088/1126-6708/2006/12/S01|bibcode=2006JHEP...12S.001M|arxiv=cs/0611130|s2cid=749498 }}{{cite report |author1=Dallman, David Peter |author2=Mele, S |author3=Vigen, Jens |author4=Voss, Rüdiger |author5=Yeomans, Joanne |date=21 October 2006 |title= Establishing a consortium for Open Access (OA) publishing in particle physics |url=https://cds.cern.ch/record/991112 |publisher=CERN |docket=CERN-OPEN-2006-063}}{{cite report |author=Bianco, Stefano |display-authors=etal |date=19 April 2004 |title=Towards Open Access Publishing in High Energy Physics : Report of the SCOAP3 Working Party |url=https://cds.cern.ch/record/1034368 |publisher=CERN |docket=CERN-OPEN-2007-015}}{{cite journal|last1=Aymar|first1=Robert|title=Scholarly Communication in High-Energy Physics: Past, Present and Future Innovations|journal=European Review|volume=17|issue=1|year=2009|pages=33–51|issn=1062-7987|doi=10.1017/S1062798709000556|doi-access=free}}{{cite journal|last1=Heuer|first1=Rolf-Dieter|last2=Holtkamp|first2=Annette|last3=Mele|first3=Salvatore|last4=de Kemp|first4=Arnoud|title=Innovation in scholarly communication: Vision and projects from High-Energy Physics|journal=Information Services & Use|volume=28|issue=2|year=2008|pages=83–96|issn=1875-8789|doi=10.3233/ISU-2008-0570|bibcode=2008arXiv0805.2739H|arxiv=0805.2739|s2cid=19561136 }}

Participating countries in the agreement sponsor SCOAP3 journals through the consortium, and contribute according to their scientific output. More productive countries pay more, while lower-output countries pay less.

Participating journals

SCOAP3 supports journals mostly publishing High-Energy Physics content fully, and those articles in other journals that have been submitted by their authors to a High-Energy Physics category on arXiv.org.{{cite web |url=http://scoap3.org/scoap3journals |title=SCOAP3 Journals |work=scoap3.org}} Each year more than 4,000 articles are published in open access as part of the initiative.{{Cite web|url=http://repo.scoap3.org/|title=SCOAP3 Repository|website=repo.scoap3.org|language=en|access-date=2018-12-02}}

In 2012, SCOAP3 reached agreements with 12 subscription journals to make their articles openly accessible. This agreement would cover 90% of all published particle physics articles from 2014 onwards.{{Cite journal|last=Van Noorden|first=Richard|date=2012-09-24|title=Open-access deal for particle physics|journal=Nature|language=en|volume=489|issue=7417|pages=486|doi=10.1038/489486a|pmid=23018944|bibcode=2012Natur.489..486V|s2cid=256744617 |doi-access=free}}{{Cite journal|last=Van Noorden|first=Richard|date=2014-01-07|title=Particle-physics papers set free|journal=Nature|language=en|volume=505|issue=7482|pages=141|doi=10.1038/505141a|pmid=24402260|bibcode=2014Natur.505..141V|doi-access=free}} Of the original 12 journals, two journals pulled out of the agreement: Physical Review C and Physical Review D.

On April 19, 2016, SCOAP3 announced the extension of the initiative until 2019 with 8 journals participating.{{Cite web|url=https://scoap3.org/scoap3-initiative-extended-for-three-more-years/|title=SCOAP3 initiative extended for three more years – SCOAP3|website=scoap3.org|language=en-US|access-date=2018-12-02}} From 2018 on also APS joined with three journals to a total of 11 supported journals at the moment.{{Cite web|url=https://scoap3.org/aps_joins_scoap3/|title=APS to join SCOAP3 from 2018 – SCOAP3|website=scoap3.org|language=en-US|access-date=2018-12-02}}{{Cite web|url=https://www.aps.org/newsroom/pressreleases/scoap3.cfm|title=APS and CERN Sign an Open Access Agreement for SCOAP3|website=www.aps.org|language=en|access-date=2018-12-02}}
