Early life
Rees was born on 30 November 1907. He went to St. Andrew's College, Grahamstown,{{sfn|Poland|2008|p=470}} after which he went to University College, Oxford, where he read Law. He practised law in London from 1931.
Military and legal career
At the outbreak of the Second World War, Rees became an officer in the Royal Artillery, 99th Anti-Aircraft Regiment.{{London Gazette|issue=42575|page=501|date=19 January 1962}}
In 1957, Rees became a barrister and in 1962 was appointed a judge{{London Gazette|issue=34637|page=4157|date=20 June 1939}} in the Family Division of the High Court{{sfn|Butler|Drakeford|2012|p=92}}{{cite journal|title=Jet|journal=Jet|url=https://books.google.com/books?id=_cEDAAAAMBAJ&pg=PA22|date=5 March 1964|publisher=Johnson Publishing Company|issn=0021-5996}} and was knighted in the same year.
