History

The history is unknown publicly; however, it is still running as of 2024{{fact|date=September 2024}}, making it possibly{{or|date=September 2024}} one of the oldest numbers station still active today. In 1995, some reported the station to identify as "Channel Four Broadcasting Station in Taipei, Republic of China, on 8300 KHz",{{Cite web |title=Enigma Spring 1995 |url=https://radiohobbyist.org/numbersracket/numbers/NUMBERS/NEWSTAR2.HTM |url-status=live |archive-url=https://web.archive.org/web/20240805173904/https://radiohobbyist.org/numbersracket/numbers/NUMBERS/NEWSTAR2.HTM |archive-date=2024-08-05 |access-date=2024-08-03 |website=radiohobbyist.org}} while others at the time claimed they never heard such content.{{Cite web |last=van den Boogert |first=Hans |date=1998 |title=WHERE IS NEW STAR LOCATED? |url=http://ns4.swl.net/radiochina/newstar/newstar3.html |url-status=dead |archive-url=https://web.archive.org/web/20001029125433/http://ns4.swl.net/radiochina/newstar/newstar3.html |archive-date=2000-10-29 |website=New Star Broadcasting Station}}

In 2002, the station broadcast request for letters or email from listeners, with email address and a postal box number in Taipei provided. One listener reported getting an email reply informing him that the station is called "Star Star Radio Station" and even asked him to send his resume.{{Cite web |title=New Star Broadcast Station |url=https://www.kentfoto.com/spooks/newstar.htm |url-status=live |archive-url=https://web.archive.org/web/20240803061634/https://www.kentfoto.com/spooks/newstar.htm |archive-date=2024-08-03 |access-date=2024-08-03 |website=www.kentfoto.com}} In 2003 two people claimed that they received QSL card from the station but such claim was unable to verify. It is worth mentioning that Taiwanese military units use postal boxes regularly, and Voice of Han do give away QSL cards in the past.{{Cite web |date=2005-11-28 |title=漢聲廣播電台からのQSL - 思いつくまま |trans-title=A QSL Card from Voice of Han: What's on My Mind |url=https://blog.goo.ne.jp/ms1229jp/e/f7356aef73a324768b7fb132822fda61 |url-status=live |archive-url=https://web.archive.org/web/20240803085617/https://blog.goo.ne.jp/ms1229jp/e/f7356aef73a324768b7fb132822fda61 |archive-date=2024-08-03 |access-date=2024-08-03 |website=goo blog |language=ja}}

Star Star Broadcasting Station is broadcast with female Chinese voice. As of now, it has four numbered programs (#1 ~ #4), although there were five of them in 1995.{{Cite web |title=神秘的台灣地下情報員用廣播電台:星星廣播電台 |trans-title=Mysterious broadcast station for Taiwanese intelligence agents: Star Star Broadcasting Station |url=https://pincong.rocks/article/16903 |url-status=live |archive-url=https://web.archive.org/web/20240803045353/https://pincong.rocks/article/16903 |archive-date=2024-08-03 |access-date=2024-08-03 |website=品蔥}}{{Cite web |title=New Star Broadcasting Station |url=https://radiohobbyist.org/numbersracket/numbers/NUMBERS/NEWSTAR.HTM |url-status=live |archive-url=https://web.archive.org/web/20240805173916/https://radiohobbyist.org/numbersracket/numbers/NUMBERS/newstar.htm |archive-date=2024-08-05 |access-date=2024-08-03 |website=radiohobbyist.org}} Each program is repeated four times, 30 minute each, for a total of two hours. = Message format =

The message is delivered through pairs of four digit numbers, most possibly each pair denoting a Chinese character. A Chinese media reported that they may employ book cipher, that is, a particular book is used as the key, and the first two digits refers to the page number, the third the line number, and the fourth the word count in the line.{{Cite web |date=2007-07-02 |title=台军情局向驻大陆间谍下指示仍采用密码广播(图)_资讯_凤凰网 |trans-title=Taiwanese Military Intelligence Bureau Still Used Coded Broadcast to Give Their Spys in Mainland China Orders |url=https://news.ifeng.com/mil/2/200707/0702_340_146072_2.shtml |url-status=live |archive-url=https://web.archive.org/web/20240805174519/https://news.ifeng.com/mil/2/200707/0702_340_146072_2.shtml |archive-date=2024-08-05 |access-date=2024-08-04 |website=凤凰网 |language=zh-CN}}

Another source speculated that the four digit number might refer to the use of Chinese telegraph code. Either way, more encryption methods could be employed to ensure safety.
