Biography

Scott was born in Madison, Wisconsin.{{Cite web|url=http://politicalgraveyard.com/bio/scott8.html#RKD13GZ81|title = The Political Graveyard: Index to Politicians: Scott, S to T}} He was a member of the Council on Foreign Relations.
