This concept car was first shown in 2003 at the Tokyo Motor Show. It was designed with influence from Subaru's aircraft heritage, with the front end appearing to look like the cross section of an airliner, with a central jet intake and wings.{{cite magazine |url=http://www.caranddriver.com/news/subaru-b9-scrambler-auto-shows |title=Subaru B9 Scrambler |author=Markus, Frank |date=October 2003 |magazine=Car and Driver |accessdate=30 May 2017}} This theme was originally developed for the Subaru B11S which had been exhibited in Spring 2003. The lower panels of the B9 are dent resistant.
Car and Driver speculated the Pontiac Solstice roadster could have been based on the same platform as the B9 Scrambler, as General Motors held a minority stake in Subaru's parent company, Fuji Heavy Industries, from 1999 to 2005.

The automobile features a 2.0 litre flat-4 cylinder hybrid powertrain, which Subaru calls the Sequential Series Hybrid Electric Vehicle (SSHEV). In the SSHEV, the {{convert|134|hp|kW|abbr=on}} electric motor alone is used to move the car up to {{convert|80|km/hour|mph|abbr=on}}, at which point the {{convert|138|hp|kW|abbr=on}} gasoline engine takes over. Under {{convert|80|km/hour|mph|abbr=on}}, the gasoline engine may be used to charge the battery or under heavy acceleration.{{cite news |url=http://wardsauto.com/news-analysis/curvy-subaru-b9sc-roadster-hides-advanced-hybrid-power |title=Curvy Subaru B9SC Roadster Hides Advanced Hybrid Power |author=Visnic, Bill |date=4 January 2004 |newspaper=Ward's Auto |accessdate=30 May 2017}} It is Subaru's first hybrid powertrain,{{cite news |url=http://www.goauto.com.au/mellor/mellor.nsf/story2/F0E12FCE2077FCDCCA2572100028B90B |title=Tokyo show: Subaru scrambles for direction |author=Mathioudakis, Byron |date=21 October 2003 |publisher=GoAuto |accessdate=30 May 2017}} and Subaru president Kyoji Takenaka stated that existing conventionally-powered Subaru models required "no modification" to install the SSHEV.
The ride height can be adjusted through a self-leveling air suspension. Front and rear-facing cameras, coupled with a radar system are used in an intelligent cruise control and lane departure warning system.{{cite magazine |url=http://www.automobilemag.com/news/2004-subaru-b9-scrambler-concept/ |title=2004 Subaru B9 Scrambler Concept |date=20 November 2007 |magazine=Automobile |accessdate=30 May 2017}}
