Can we update the US comment from 2022 by adding the comment by Steve Witkoff where he claimed "that referendums in the four Ukrainian regions claimed to have been seized by Moscow but do not fully control—Kherson, Zaporizhia, Luhansk and Donetsk—showed most there wanted to be under Russian rule." It is clear that the Russian government could publish any participation numbers they want. Are there any independent estimates of how many people voted in the various regions?

Just after the "referendums", there were several reports that real turnout was extremely low. But these seem to be largely forgotten. Alvestrand (talk) 05:51, 30 April 2025 (UTC)
