Difficult English

I didn't understand this sentence:

{{quote|In the Western United States, agisters are landholders who hold themselves out as providing pasturage services, or who seek to enforce agistment liens.}}

I've changed it to:

{{quote|In the Western United States, agisters are landholders who offer pasturage services, or who seek to enforce agistment lien commitments.}}

I think I've got the first change right (simplification from "hold..." to "offer") but I really don't know what "seek to enforce agistment liens" means. I've changed it to "...lien commitments" but that doesn't really help much. Does it mean that agisters work as debt collectors? --Northernhenge (talk) 19:34, 24 February 2013 (UTC)
