Problems with the awards of the Indian government

Although I have no expertise whatsoever in matter related to India, tigers, or Billy Arjan Singh, I decided to try and address the notice asking for the page to be cleaned up by attempting to determine when Billy Arjan Singh was awarded the Padma Shri by the Indian government. I assumed this would be a simple matter of a little googling, but it turns out not to be. The Indian government's page does indicate that Billy Arjan Singh of Uttar Pradash province was awarded the Padma Shri in 2006, for conservation efforts[http://en.wikipedia.org/wiki/Padma_Shri_Awards_%282000-2009%29]Padma Shri Awards (2000-2009)[http://india.gov.in/myindia/padmashri_awards_list1.php Padma Shri Award recipients list]. Confusingly, Arjan Singh of the Uttar Pradash province received the Padma Shri in 1975, for civil service[http://en.wikipedia.org/wiki/Padma_Shri_Awards_%281970-1979%29]Padma Shri Awards (1970-1979). Since this info comes from the official Indian government website, and appears on the respective Wikipedia pages, one would expect that to end the discussion. However, numerous news and web articles on Billy Arjan Singh, published prior to 2006, indicate that he had been awarded the Pradma Shri already.
