Question

::Yes, it is possible, municipality in Portugal mean ssomething like a county, therefore, if there is a specific locality in that country, other than the head-city of the municipality, that fits the Portuguese criteria for a city, it may be elevated to the status of one, if if not going on to became a new head-city for a new municipality (which sometimes occurs).
