Capstone was a chip not the name for the project
The project was called Escrowed Encryption Standard [1], Capstone was the name for a chip ``Project CAPSTONE has been designed as the Next Generation Data Encryption Standard (DES2) for use by the Federal Government. Project CAPSTONE consists of an Integrated Circuit (IC) incorporating a suite of cryptographic algorithms necessary to provide confidentiality, data integrity and public key management. This IC is known as the CAPSTONE device or simply CAPSTONE.'' [2]
