Historical Interpretations

Regarding the discussion of whether Sumner's passed law allowed or prohibited Mongolians to become naturalized, I find it hard to believe that a senator who tried repeatedly to [https://books.google.com/books?id=LTGcqoTC2IkC&pg=PA257 strike the word "White"] from naturalization laws would have attempted to bar anyone.
