The tense change in this paragraph confuses me: "The diocese is led by the diocesan Bishop in Europe, Rob Innes .... Under Rowell and Hamid, there was no alternative episcopal oversight in the diocese (for churches which reject the ministry of priests who are women) because both bishops did not ordain women."
