Title

The title of this article should probably be changed to reflect that it is restricted entirely to New York, and does not discuss the issue as it may appear in the rest of the world.

:Today I met a panhandler who mis-represented the situation. But he did inspire me to research whether New Jersey and other states have laws similar to what I documented here for New York. A simple Google search leads one to information from Connecticut and Indiana. I would like to see this article made more generic. -- tbc (talk) 19:12, 29 January 2011 (UTC)
