Is this a propaganda

Well, looking at references it seems valid. But why this article is Orissa specific. There are many states that don't have IITs. And how IITs have benefited a state overall? The admissions procedure don't have reservation for state students, neither state government funds IIT, nor revenue is given back to state government. Students, professors come from allover India. The only benefit is to the small area where it is located and generates job- opportunity for local residents. Then why this issue has been raised for Orissa.   • Because the agitation started in 1950s when the first IIT which Nehru planned for Orissa was shifted to Kharagpur. Also because Orissa ranked at the bottom in central govt investment from 1950s until 2006. NSUI took up the cause and rioted. BJP made it a big parliamentary issue. There were riots. Outdated???

The article was developed and started 2007-08, when most of the Central institutions were not into existence. However, in last 5-6 years, IIT, NISER, Central University of Orissa, AIIMS, few other research institutions were formed in Odisha. I think as it seems it is no longer a current issue, the article might be appropriately named, a section on the later developments to make it more neutral, and changing of the tense need to be done, so that it does not look like an ongoing controversy.
