What an “IPI Base Number” is used for is a bit fuzzy
While a Name Number is a code for a name related to an entity, a Base Number is the code for the entity itself. It's a bit unclear (at least to me) what the difference here is. Also, the example IPI Base Number I-000000229-7: Is this a real life example? What does it represent? What does the single letter header “I” stand for/represent? Given an IPI number the article doesn't make clear why also an IPI Base numer is needed
In other words which is the difference (non just the formal difference)
