Per Wikipedia:Notability (people), the subject is clearly notable, because she has received significant coverage in multiple published secondary sources that are reliable, intellectually independent of each other, and independent of the subject. She has been especially notable since March 2021 when she started her campaign for U.S. Senate, over a year and a half ago. Coverage of her has included multiple events and incidents documented in [https://en.wikipedia.org/w/index.php?title=Kelly_Tshibaka&oldid=1118558539#References the 30 reliable secondary sources] that this BLP currently uses as references, including three separate NYT articles (from Jun 2021, April 2022, and Aug 2022). Many more reliable secondary sources have covered her than the 30 used here, and those can be listed if necessary (much of their content merely confirms or overlaps with that of the 30 used in the BLP). Despite the assertion from 2022 that the subject is "clearly" notable, the 30+ references do not bear this out.

The overwhelming majority of references relate to her senate election campaign. Failed electoral candidates are not automatically notable. Moreover, many of those articles actually focus on Murkowski and only mention Tshibaka as an opponent. WP:POLITICIAN does not apply here, and despite the fact that this election race was well covered, it's basically under WP:ONEEVENT. She's not inherently notable for being in a high-profile race. It unclear that she meets WP:ANYBIO

Given that campaign references basically don't count (many unsuccessful candidates will be discussed in the media, but we don't give them all articles), that leaves us with about 5 which refer to her pre-campaign career. It is unclear that these confer notability.

Appointed to Alaska Department of Administration:

• Fair, she is the topic of this political appointment.

• Passing reference in relation to the Alaska Ferry strike, but so are members of the IBU negotiating team and disgruntled passengers. She is not the subject of the coverage.

Are there citations which actually discuss her or her career outside the context of the election? At the moment we have one (1) sound reference - her appointment in Alaska. Everything else is election coverage or low-grade passing mentions (to her post, rather than to her or her leadership). Given that this article was created in 2022 (when she ran for senate), it seems like there's not much of prior interest and this is falling under WP:ONEEVENT. This is compounded by the fact that successors and predecessors in her govt jobs do not have articles (John Quick, Paula Vrana, Scott Wilson or Roslyn Mazer), implying that the roles are not inherently notable.
