Libraries vs Library Systems?

It might be better to title this list something along the lines of "largest library systems" rather than "largest libraries". Some of the listings, the Boston Public Library for example, are single buildings containing a more or less unified collection, but others are entire library consortia spread out over a significant geographic area. These categories don't seem reasonably comparable.
