For great claims like this, I think we would need a number of reliable sources to back it up (as well as a better understanding of the methodology that took them to this conclusion). But it would have to be clear what they mean by "education level" and "quality of education". It would be interesting to see if we can find some information from Hidalgo County officials on what their thoughts are too. MX () 13:50, 26 July 2017 (UTC)
