Layout Issues

The article appears to run afoul of Wikipedia's layout guidelines, especially with regard to listing information in subsections. Some information also appears to be out of order. For example, information concerning the types of microgrants appears before the general statement as to what a microgrant is, which should be the lead sentence. In addition, the general statement itself (with the titular word bolded) explains only one type of microgrant, and it appears under what should be a subsection. This continues to be a problem. It presents a specific case as the general case. This requires the attention of serious Wikipedians and is beyond the ability of anonymous lurkers like myself to fix. Someone should reorganize this article, or failing that, flag it for attention.
