I am uncertain why you believe that it fails. I believe that it meets several of the criteria: no. 1--Turner has made a very significant impact in his discipline; no. 4--because he is interdisciplinary he has made a significant impact in sociology, social science, and philosophy of science; no. 5--he holds the title of "Distinguished University Professor" and no. 8--he has been on the editorial boards of a dozen of the leading journals in the field for a decade or more.
