Under construction
The usual reliable sources for this kind of building don't think it is under construction yet. [http://skyscrapercenter.com/suzhou/century-plaza-south-tower/14243/ CTBUH.org] says it is still a proposal, and [http://www.emporis.com/city/suzhou-china/all-buildings Emporis.com] doesn't mention it at all. Part of the problem might be that this article is about the whole 'urban complex', of which a 700+ m skyscraper is only part. It is quite possible that the urban complex is under construction, but the very tall skyscraper hasn't been started yet. Is there a reliable source that does say the skyscraper has started construction? Without a source, [http://en.wikipedia.org/w/index.php?title=List_of_tallest_buildings_in_the_world&diff=prev&oldid=533588879 this edit] might be difficult to justify.
One other thing, is the development located in Suzhou Industrial Park or the central business area? They could be the same, but it is unusual for a city to have an industrial park in the city centre. Astronaut (talk) 20:40, 18 January 2013 (UTC)

The skyscraper is currently under foundation excavation according to some photos on Internet but no reliable sources have mentioned it. Actually, Suzhou Industrial Park was an industrial park in the past, but it's just a common district now.

::The internet does have photos of guys digging holes in the ground in what might be the right place. However, even the usually very keen members at skyscrapercity don't go as far to say that the 700+ m skyscraper has actually started. Indeed,
